Data Analyst

1. Contract Management Specialist

  • Number of Post: 01

Essential Qualifications & Experience

  • This position requires dynamic, experienced and analytical professional with demonstrated experience of managing contract management activities in public/large private sector agencies. Experience in managing contracts under the World Bank financed projects will be an advantage. Apart from the required essential qualifications & experience, and skill-set & competency that may be assessed include – previous relevant experience; knowledge on contract management & claimed expertise; writing and
    presentation skills; leadership and team management; interpersonal skills and team work, etc.
  • Graduate in Engineering/ Law or any other related subject or Post Graduate/MBA in Procurement/ Finance/ Business/ Commerce or any other related subject from any Govt. recognized university/institution.
  • Atleast 5 (five) years of experience in a senior Contract Management position in public sector agency (ies)/ Multinational Companies (MNCs)/ Large Private Companies. Candidates having
    prior experience (of 3 years & above) in contract management under any World Bank/ Multilateral / Bilateral financed project will be given preference in the interview.

Others

a) Must possess initiative and the ability to work independently as well as team;
b) Computer Skills: Proficiency in web based applications, MS Word, MS Excel & MS PowerPoint etc.
c) Good written and verbal communication skills in English language and report-writing skills.

Age

  • Age of the candidates should not be more than 50 years as on 1st July 2022.However, at the
    discretion of SPD, for candidates having exceptional relevant qualification/experience, age limit may be
    relaxed.

DURATIONOFTHE CONTRACT

The Contract Management Expert (CMS) will is intended for entire duration of the project and shall be coterminous with the project period of ACCSDP. However, continuity of the CMS beyond eleven (11) months from the date of signing the agreement will depend upon his performance after joining. The decision of the SPD will be final and binding in this regard.

a) The contract with CMS may be terminated by either side at any point of time during the contractual period by serving a 30 (thirty) days’ notice without assigning any reason and without thereby Page 4 of 4 incurring any liability to the Govt. of Assam/ PMU/ ARIAS Society/ World Bank/ GoI, etc. The assignment is purely contractual in nature and shall not, under any circumstance, be extended beyond the ACCSDP’s closing date. The ARIAS Society or the GoA shall not undertake any responsibility for subsequent deployment of the consultant.

b) The CMS shall not assign or sub-contract, in whole or in part, his obligations to perform under this Contract, except with the SPD’s prior written consent. The CMS will have to serve the ARIAS Society on full-time basis under overall command of State Project Director, ARIAS Society and provide services from the PMU at Khanapara, Guwahati. The resignation/termination shall be as per HR Policy of the ARIAS Society.

c) The CMS may be required to undertake field-visits and tours as per the project requirements, with prior approval of the SPD.

REMUNERATION AND PAY

Depending on the qualifications, experience, competencies, most recent remuneration, etc. of the
candidate, the consolidated annual Cost to Project (CTP) of the CMS will be determined and mutually agreed with the successful candidate, which would be in the range between Rs.11.40 lakh to Rs.19.20 lakh per year. The agreed annual CTP shall be inclusive of remuneration, performance-linked-incentive, communication allowance, health/service related allowance, all taxes, cost of accommodation and food at Guwahati, conveyance to attend the PMU, etc.

a) The remuneration will be given in equal monthly installments and the performance-linked- incentive will be given on quarterly basis based on the performance and achievement against the mutually agreed deliverables by the CMS. Taxes as applicable shall be dealt with as per applicable laws. The CTP may be enhanced on an Annual Basis, based on the HR Policy of the ARIAS Society.

b) Travelling, Boarding, Lodging and Food expenses for approved official tours outside Guwahati will be reimbursed as per the HR Policy of ARIAS Society.

c) No house rent allowance or any other allowance shall be paid by the PMU. No other payment whatsoever (except reimbursement of travelling expenses) shall be paid, except as agreed with the CMS by the SPD, ARIAS Society.

2. Data Analyst

  • Number of Post: 01

Essential Qualifications & Experience

  • Master in Statistics/Economics or closely related subject from any recognized university. Should have good skills on Data administration, data management, and computer and information technology.

Working Experience

  • The candidate must have at least 10 (Ten) years of experience from the date of passing his/her required educational qualification in Data Analysis of projects for any public or private sector organization. In case, sufficient candidates with 10 years of experience in the field cited aboveare not available, the interview panel may allow candidates having less than 10 years of experience to appear before the interview panel and if selected they will be hired at a lower remuneration.
  • Desirable Skill
  • Should have analytical and problem-solving skills, interpersonal and communication skills, timemanagement skills, knowledge of Java or PHP and Postgres;
  • High level of Computer Skills, including proficiency in Internet based applications, MS Word, MS Excel and MS Power Point etc.
  •  Mustpossess initiative and theability to work independently as well as team;
  • Good communication and report writing skills are necessary.
  • Language:Good command over English language, written and spoken.

Age

  • The candidate shall not be of more than 50 years of age as on 1st July 2022. However, in
    case of exceptionally talented candidate having wide relevant experience this requirement may be relaxed

Remuneration and payment terms

  • Depending on the qualifications, experience, competency, and also the remuneration/CTC of the last assignment, the consolidated fixed annual Cost to project (CTP) of the DA will be determined and mutually agreed with the successful candidate, which would be in the range between Rs. 11.40 Lakh to Rs. 19.20 Lakh per year. Travel Requirements

  • The DA may be required to undertake field-visits as per the project requirements, with prior approval of the Administrative Officer, RPMU/SPD and the travel costs will be reimbursed as per the HR Policy of the ARIAS Society.

Reporting and Performance Review:

  • The Administrative Officer, RPMU/SPD will be the reporting and performance reviewing officer of the DA. The Administrative Officer, RPMU shall quarterly review the quality of service and performance of the DA & shall submit the report to the SPD, ARIAS Society for its final review. The final authority on any issue(s) that may arise during the employment period of the DA shall be resolved by the State Project Director, ARIAS Society, and the decision taken by the SPD shall prevail. The annual performance review will be done as per the HR Policy of the ARIAS Society.

Facilities to be provided to the DA:

  • S/he will be given access to all documents, reports, correspondence, contacts available and any other information as deemed necessary for smooth accomplishments of tasks assigned.
  • S/he will be provided with office space in the concerned unit along with computer, printer, computer/ office consumables and internet.
  • S/he will be paid fixed monthly remuneration as per the contract agreement. No house rent allowance or any other allowance shall be paid by the PMU. No other payment whatsoever (except reimbursement of travelling expenses and project allowance) shall be paid, except as agreed with the DA and by the SPD, ARIAS Society.
  • S/he will not be provided with any clerical assistance.

3. Procurement Management Executive

  • Number of Post: 01

Essential Qualifications & Experience

  • Graduate/ Post Graduate from any Govt. recognized University in any subject with in-depth knowledge and understanding of World Bank’s procurement guidelines and procedures. Atleast 4 years of experience in supporting procurement related functions in any World Bank/ Externally aided project or similar Govt. of India/National level projects, with minimum 1 (one) year in Govt. projects.
  • Computer Skills: Advanced skills in Microsoft Office software including in MS Word, MS Excel, MS Power Point, etc., and Internet, email etc
  • Proven practical skills in the area of procurement and contract administration aspects
  • Demonstrated knowledge of World Bank procurement policies, best practice, systems and tools
  • Demonstrated strong conceptual, analytical skills with clarity of thought process and problem-solving skills;
  • Excellent organizational skills;
  • Excellent accuracy with keen attention to detail;
  • Self motivated, high level of zeal and enthusiasm in all endeavours, unblemished integrity, ability to check quality of own work and ability to organize and prioritize own work to meet deadlines;
  • Ability to work both independently and as well as in a team;
  • Strong communication skills with the ability to clearly and concisely convey necessary information, explain reasoning, and support conclusions using data and facts;
  • Good command over English language, and oral communication skills;

    talented candidate having wide relevant experience this requirement may be relaxed.

Remuneration and payment terms

  • Depending on the qualifications, experience, competency and also the remuneration/ CTC of the last assignment, the consolidated fixed annual Cost to project (CTP) of the PME will be determined and mutually agreed with the successful candidate, which would be in the range between Rs.4.20 lakh to Rs.6.18 lakh per year. The agreed annual CTP shall be inclusive of remuneration, performance-linked-incentive, communication allowance, health/service related allowance, all taxes, cost of accommodation and food at Guwahati, conveyance to attend the PMU, etc.
  • The remuneration will be given in equal monthly installments and the performance-linked-incentive will be given on quarterly basis based on the performance and achievement against the mutually agreed deliverables by the PME. Taxes as applicable shall be dealt with as per applicable laws. The remuneration may be enhanced on an Annual Basis, based on the HR Policy of the ARIAS Society.
  • Travelling, Boarding, Lodging and Food expenses for approved official tours outside Guwahati will be reimbursed as per the HR Policy of ARIAS Society and as provided in the contract agreement. The quality of service and performance of the PME will be reviewed on a quarterly basis and the annual performance review will be done as per the HR Policy of the ARIAS Society

4. District Enterprise Development Executive

  • Number of Post: 06

Essential Qualifications & Experience

  • Any Graduate however preference will be given to B.Sc in Agriculture or allied sectors/ B.E. or B.Tech in Agriculture/ food technology/ BBA with at least 3 years’ experience in agribusiness, food processing sector.
  • Experience in entrepreneurship and enterprise Development, counseling for enterprises, conducting training & capacity building programmes and facilitating access to finance and business development, marketing of agri / food products will be and added advantage.
  • Entrepreneurial mind- set, including ability to work independently, self- motivated, and propose and implement new initiatives
  • Well conversantinuseof internet, email, Word, Power Point, Excel is essential.
  • Fluency in Assamese, English & Hindi
  • Motivated to travel frequently tomeetthe needs of the program and deliver impact effectively

Age

  • The candidate shall not be of more than 35 years of age as on 1st July 2022. However, in case of
    exceptionally talented candidatehaving wide relevant experience this requirement may be relaxed

REMUNERATION

  • Depending on the qualifications, experience, competency, and also the remuneration/pay package of the last assignment, the consolidated fixed monthly remuneration of the DEDE will be determined and mutually agreed, which could be in the range between Rs. 3.00 Lakh to Rs. 4.20 Lakh per year. This annual rate shall be inclusive of all taxes, health/service related insurance, all allowances, cost of accommodation and food at place of posting, conveyance to attend the office, etc. The maximum Cost to Project (CTP) for the positions, within the above indicative range, will be fixed based on (i) upto maximum of 20% hike on the last drawn remuneration of the selected applicants and (ii) performance in the interview.
  • The remuneration may be enhanced on an Annual Basis, based on the HR Policy of theARIAS Society

5. District Enterprise Development Coordinator

  • Number of Post: 05

Essential Qualifications & Experience

  • Master’s Degree in Business Administration (MBA/ PGDBM) with specialization in agribusiness/ entrepreneurship/ rural management/ marketing/ finance with five (5) years of demonstrated experience in promoting entrepreneurship, working in incubation program for handholding of enterprises or small business development programs
  • Demonstrated experience in working with agribusiness, social sector, rural development managing capacity building programmes; would be preferred
  • Proactiveand entrepreneurial attitude; exploring anddeveloping innovative approaches that appeal to
  • rural and urban/peri-urban youth and women are considered an advantage;
  • Excellent networking skills; ability to engage with thepublic and private sectors;

6. District Environment Coordinator

  • Number of Post: 01

Essential Qualifications & Experience

  • Educational Qualification: Master degree/ Post Graduate Diploma (minimum two years duration) in Ecology & Environment / Environmental Science/Life Science/Zoology/Botany. A combination of several specializations and/or additional trainings would be an asset.
  • Working Experience: Minimum 3 years of professional experience in the field of Environment Management and related activities.
  • Computer Skills: The DEC must have proven experience of using Internet based applications, using and working with advanced word processing/spreadsheet including MS Word, MS Excel and MS Power Point and other related applications.
  • Language: Fluency in English. Candidates with knowledge of local language will be preferred.

Desirable Qualifications, Experience, Skills etc.

  • Experience of working in project(s) assisted/funded by any international/national organization like UN, the World Bank, DFID, etc and/or any international/national NGO institution.
  • Ability to work effectively in teams as well as independently.
  • Good communication skills; the candidate must show initiative, synthesis, organization and personal dynamism, as well as capacity to work with teams.
  • Ability to work independently with large volumes of data with initiative and problem – solving ability. Familiarity in preparing regular progress and monitoring reports, working in agriculture and allied sectors would be favorable

REMUNERATION, PAYMENT TERMS &LEAVE

  • The consolidated fixed remuneration of the DEC shall be 4.20 lakhs per year. Taxes as applicable shall be dealt with as per applicable laws. The fixed remuneration shall be inclusive of monthly remuneration and performance- linkedincentive, communication allowance, etc.
  • Travelling, Boarding & Lodging expenses for approved official tours outside district will be reimbursed as per the prevailing project rules.
  • The remuneration will be paid in equal monthly installments and the performance-linked-incentive will be given on quarterly basis based on the performance and achievement against the mutually agreed deliverables by the DEC. Taxes as applicable shall be dealt with as per applicable laws.
  • The provisions of leave would be as per the prevailing project rules.

ARIAS Society

About ARIAS Society

Government of Assam created the Assam Rural Infrastructure and Agricultural Services (ARIAS) Society in November 1998, as an autonomous body, headed by the Chief Secretary, Assam, as its President (Project Guidance Council) and the Agriculture Production Commissioner, Assam as the Chairman (Governing Body). The Project Coordination Unit (PCU) is the head quarter of the Society, which is headed by a State Project Director. The key mandate of the Society is to manage, coordinate, implement World Bank aided projects and any other externally funded projects as authorized by the State Government, and to monitor the implementation performance of the line departments of the projects.

The Society has successfully completed two World Bank aided projects (ARIASP: 1995-2004 and AACP: 2005-2011 including AACP-AF:2012-2015) and the Bank has rated performance of these projects as Satisfactory. The Society contributed in mainstreaming many of the good practices that emerg ed from the projects into various schemes of the State Government. ARIASS has proved to be a path finder and innovator in the areas of targeting the intended beneficiaries, employment generation, reaching out to the vulnerable and the disabled and overall good governance and social accountability.

The organizational structure in the PCU, is a vivid example of how few but especially skilled staff members can join together to fulfill a common vision. The ambience of the PCU is an icon of corporate work culture within the Govt. of Assam, with complete dedication and perseverance. The continuous and dedicated efforts of the Society has motivated World Bank to opine that the ARIASS has built enough capacity on Procurement & Financial Management, Monitoring & Evaluation, Social & Environmental Safeguards and has been able to generate evidence-based strategies for rural development.

An important institutional innovation by the Society has been the enhanced role assumed by communities in decision making. The project has pioneered a highly Innovative Community-Procurement system with unique procurement process that not only enhanced community role in procurement decision making, but also brought in the economies of scale that enabled beneficiary farmers to buy pumps at rates cheaper than the market rates without compromising on the quality. The Innovative Farmer Friendly Community Procurement Model of ARIAS Society under AACP for irrigation, mechanization and fisheries sub-component, gives authority of procurement decisions to the farmer groups. The Bank and the Government of India (GoI) recognized this model as one of the ‘good practices’ which was published in a document captioned “Innovation in Development.”

The GoI circulated this document to all the states for adoption. The model also received national and international recognition. Based on the success of this approach, community procurement has been mainstreamed into the regular operations of Departments of Agriculture and Fisheries. The project also ensured that women were adequately represented in the community procurement and social audit committees ARIASS follows a ‘mission mode’ implementation-approach in all its endeavours, instead of the usual ‘program mode’ approach. Challenges are meant for the brave, which ARIAS Society has been addressing in a holistic manner. Dreams are meant to be fulfilled, only the path towards it has to be discovered, which the ARIAS Society has been religiously carving, based on its over 16 years of rich experience in managing World Bank aided projects
